Job Purpose:
- The primary role of the Lead Site Quality and Compliance Engineer exists to manage the team undertaking, whilst themselves undertaking, site-based audits, within the Capital Programme portfolio of projects, in order to assess the compliance of electrical, structural and civil works associate with the creation, replacement, refurbishment and diversion of assets installed by UK Power Networks, Contractors, Independent Connection Providers (ICP’s) and Independent Distribution Network Operators (IDNO’s)
- Ensuring that works are undertaken in accordance with the contract works information, work orders or task orders to the quality and standards defined by;
- UK Power Networks published Engineering Standards, Specifications and Procedures.
- The equipment manufacturers required standards

- The Lead Site Quality and Compliance Engineer will ensure the roll-out and use of industry best practice and continuous improvement methodologies to ensure that Project Quality Management Plans (PQMP), Project Quality Control Plans (PQCP) and Inspection and Test Plans are suitable, effective and implemented to achieve quality of delivery.
- The successful candidate will also be required to support the Project Manager and Portfolio Managers wider team in carrying out inspections and checks on UK Power Networks staff and contractors to assess their compliance to operational and safety policies, processes, procedures.
Dimensions
Line management of 3 -6 staff undertaking site quality inspections.
The individual in this role will have a Portfolio of projects across the Asset Portfolio Plan and Major Connections programme of circa £40-60M.
The role will provide contract authorisation to issue defect notices and request the contractor searches for defects. These activities could have a range of cost and value sometime running to hundreds of thousands of pounds.
Principal Accountabilities:
- Line management of 3 -6 staff undertaking site quality inspections.
- Preparation and execution of a programme of inspections
- Accountable for the correct contractual application of defect notifications across the portfolio and the correction of such defects in accordance with the contract.
- Responsible for consolidating learnings and good practice to facilitate continuous improvement in the delivery of “right first time” quality products.
- Accountable for the review and acceptance of the Project Quality Management and Control Plans verifying they are sufficient to ensure the works are completed to UK Power Networks Standards or approved designs and specifications.
- Accountable for ensuring that appropriate Inspection and Test Plans (ITP) are identified within the PQCP and that such tests and inspections are compliantly undertaken at stipulated times and frequency.
- Responsible for coordination and consistent application of Capital Programme Quality Management Plan
- Accountable for the collation of records of Inspection and Tests Plans to evidence quality of build and installation.
- Responsible for ensuring that any identified specific or additional records, inspections or tests required have been formally communicated and agreed with the contractor or delivery party, to ensure the works will have been completed to quality including:
- The undertaking of quality checks against the approved UK Power Networks Standards and Construction Design, and producing summary reports on the findings
- The Inspection & Non Intrusive Diagnostic Testing of constructed assets inclusive of plant and apparatus associated with Capital Delivery Projects.
- The identification of Fault locations and repair of minor defects associated with Capital Delivery Projects.
- Identifying any tests or inspections they wish themselves or the team to witness.
- Checking any defined test results are in compliance with the Works Information or Works Order and spot checking team reviews of results.
- Accountable for ensuring that the Identification and notification of defects to the contractor is in accordance with the contract conditions.
- Participate in the review of as-built drawings to confirm accuracy.
- Supervise Maintenance/Construction staff and contractors within their working party
- Ensure that all staff/contractors for which you are responsible work to the DSRs and to demonstrate a safety culture
- To be prepared to assist other sections e.g. organisational changes, system emergencies etc as determined by their experience
- Undertake the role of “Supervisor” as defined under the NEC form of contract.
- Present consolidated findings and improvement opportunities to support best practice at meetings and forums and provide feedback to key stakeholders.
- Ensure tests and inspections are completed with minimum disruption to work programmes.
- Ensure constructive feedback is provide to those being inspected with an emphasis on guidance and education.
- Provide support to close out actions / non-conformances and defects.
Nature & Scope
This position has been classified as a Specified Role and is subject to pre-appointment drug screening observing the UK Power Networks policy on Alcohol & Drugs".
The person undertaking this role will play an important role in the safe delivery of Capital Projects to ensure they follow a right first-time approach. Whilst you may be allocated to a specific Distribution Network Operator it is expected that on occasion you may be required to work at any location within the EPN/LPN/SPN UK Power Networks area.
You will work either alone or as part of a team of Site Quality and Compliance Engineers that report to the Portfolio Manager and have support of experienced Operational Engineering Team.

Knowledge, Skills, Qualifications & Experience:
Experience

- ONC Electrical Engineering (or equivalent construction / engineering based qualification)
- Demonstrable understanding of construction techniques, sequencing and standards
- Formal Health & Safety qualification NEBOSH cert desirable – (training can be provided)
- Evidence of ability to work in a team environment

- Ability to problem solve in a practical way
- Able to work under pressure
- Good level of general PC literacy is essential.

The successful candidate will be required to attend all training courses relevant to the role and be in possession of a full UK Driving Licence. A car will be provided for this role in accordance with the Business Need Car Policy.
