This Programme Manager position will report to the Operations Manager – Heathrow and will work within UKPN Services based at Heathrow airport. You will be a permanent employee.
You will attract a salary of £94,904.00 and a bonus of 3%.

Job purpose:
Your role of Programme Manager is to ensure the safe, compliant and commercially effective delivery of the individual project schemes within their defined programme of work between Gate A and Gate D, from project beginning through delivery to the Maintenance team.
You will hold a senior role and visibility throughout the working week is required. You will work from the Heathrow Airport Project Office.
You will develop and implement Project Execution Plans through the leadership of the multi-discipline resources engaged in the scoping, development and delivery of the project including ensuring the execution of:
- Obligations concerning CDM compliance and UKPN / Heathrow safe systems of work
- The defined project quality plan including the Inspection and Test Plan and appropriate design approvals
- All partner engagement and management
- The procurement strategy including best design and commercial practice.
- You will ensure consents and third-party approvals are in place
You will ensure that all projects remain compliant with current governance and control procedures including:
- Use of lessons learned to remove and reduce safety risks to manageable levels.
- both project and financial governance is followed and observed.
- contract management and administration are undertaken and complete within contract timescales
- projects are set-up, managed and performance reported following the prevailing project controls procedures and system conventions
- Apply project control protocols to planning and scheduling, contract management and administration and risk management within the prescribed control systems.
You will manage all interfaces between departments and important partners. You will ensure project managers have the correct resources in place and aligned in the requirement to meet the important milestones, monitor development progress, manage performance, and provide regular reports to the Operations Manager and through to the SMT.
You will require an emphasis on partner management i.e. Design, Commercial, Heathrow Solutions, Airport Operations, Heathrow Engineering and other associated partners.
Dimensions:
Programme Value - circa £30 million per annum
Staff responsibility – 8 direct reports, managing the delivery of projects utilising a multi-discipline team of circa 120 including a direct workforce comprising designers, consultants, contractors and equipment suppliers.
FAL Level – £100k
Principal accountabilities
- To manage the delivery of construction projects across the Airport programme of work between governance gates A to D- Beginning to completion & close out
- Ensure all projects are handed back / over to Maintenance.
- Ensure that all appropriate environmental, health, safety and quality requirements are met, including those associated with CDM regulation compliance with
- Overall accountability and responsibility for the cost effective and timely delivery of a portfolio of projects Gain approval on and subsequently manage project expenditure within the sanctioned budget and Governance limits
- Hold Project Managers and other support disciplines accountable on all projects for all aspects of delivery of their projects including time, cost, quality, health & safety and environmental performance
- Produce, review and input into individual project and programme Project Execution Plans (PEP)
- Ensure Project quality plans are developed and enacted for individual projects or across a programme or works Reviewing of and ensuring accuracy of high-level deliverables across projects (Key programme milestones)
- Ensure accurate Monthly and yearly project and programme expenditure, revenue, profitability and margins
- Ensuring the portfolio of work is maximising available funding and resources in delivery of individual projects and the portfolio
- Ensuring all Project Managers reports are accurate and reflect current and predicted performance to allow the portfolio report to be compiled
- Manage risks and opportunities for individual projects and programme risks and make recommendations to the Operations Manager on forward management of the programme or projects
- Ensure that all Project and Programme lessons learnt are captured and implemented in the programme. Ensure Lessons are shared with wider Services teams.
Nature and Scope:
- The Heathrow Project team is part of the Client Delivery function within UK Power Networks Services. The project teams are responsible for the delivery of the client instructed new build and modifications to the LV & HV electrical network. In addition, they carry out all asset replacement works in line with the annual Asset Management Plan (AMP) and fault rectification using a combination of Direct labour and contract partners.
- The role of a Programme Manager within Heathrow projects is more biased towards Project and Programme Management rather than operational knowledge although operational experience would be advantageous to the role
- You will lead a structured yet diverse project team, and provide the necessary direction, targets and project milestones to ensure effective use of resources
- The Programme Manager will ensure that key functions of the overall project and programme delivery are in place. These include scopes of work, design through R2 and P1 to Design to Construction handover (D2C), procurement processes, UKPNS & client Governance approval, resource planning (materials and people), project delivery, reporting and review
- You will oversee the delivery of a single high value and complex project or several lower value related projects
- The position is full time, 5 days a week.
Qualifications:
• A formal qualification in Project / Construction Management and /or equivalent degree in Electrical or Construction Management with substantial experience delivering infrastructure (electrical) projects.
• Chartered Engineer or Incorporated Engineer (or looking to attain) with relevant experience in the Project Management and delivery of multiple infrastructure construction projects
• Practitioner level experience in the management and administration of NEC standard forms of construction Contracts
• Practitioner level skills in the application of planning and scheduling construction programmes and associated commissioning
• Practitioner level skills of Risk Management techniques
• Awareness of important cost drivers and cost reduction measures within industry
• Excellent understanding of construction management best practice
• A safety qualification such as IOSH or NEBOSH will be advantageous as will experience of working with the CDM regulations and British Standards
• Experience of project control systems, contract management (CEMAR or Think project) online project collaboration tools, Microsoft Project, the Microsoft Office suite of applications (Excel, Word and Access) and project management techniques
