Context
Join our world class DSO team at the start of an exciting journey. We are the UK's first ever independent DSO and our team is growing. We're looking for data-driven, individuals who want to make a difference and help the UK deliver Net Zero, as it is UK Power Networks' infrastructure that facilitates demand and generation customers in the UK's low carbon transition.
The Network Insights team is responsible for delivery of our Long Term Development Statement (LTDS), the Planning Load Estimates (PLE), inputs to Load Indices (LI), regular Grid Code submissions (currently Week 24/50), Network Development Plan submissions, our in-house Strategic Forecasting System, Distribution Future Energy Scenarios (DFES) and other regulatory submissions.
Job purpose:
The Long Term Development Statement (LTDS) and Week 24/50 submissions form part of UK Power Networks' Licence Conditions and, as such, need to be submitted on time in order for us to meet its Regulatory obligations. This is across the three licensed areas of Eastern Power Networks (EPN), London Power Networks (LPN) and South Eastern Power Networks (SPN).
The Junior Network Model Technician will update schematic diagrams used for LTDS and Week 24/50 submissions. They are also responsible for producing the network-model related data tables for our Regulatory submissions to Ofgem (LTDS) and to the National Energy System Operator NESO (Week 24/50). The LTDS is also available to the public on UK Power Networks' Open Data Portal.
A clear and auditable process is in place to assure the submission of the data tables to the regulator to maintain compliance. You will check source data, analysing and correcting before submission. Non-compliance could result in a breach of Licence Conditions, which carry with it both reputational damage or a significant financial penalty to UK Power Networks.
Provision of these different datasets allows important decisions to be made by both UK Power Networks, NESO and other relevant parties including local authorities and Distribution Energy Resource (DER) developers.
Whilst this role will predominantly focus on PowerFactory (the network model for planning), activities will extend across ADMS (PowerON, the operational network model), SAP and Microsoft-based software across all three license areas.
Dimensions:
No direct line management or budgetary responsibility. You may help confirm work delivered by contractors.
With other team members, ensuring we remain compliant for all diagrams and data tables you will submit to the regulator/ NESO. Non-compliance could result in a breach of Licence Conditions.
Although the job will be London based, occasional travel to Bury St Edmunds office might be required for training purposes (not confirmed, training may be entirely in London).
Principal Accountabilities:
- LTDS - Leading on the production and maintenance of the network data tables (Tables 1, 2A, 2B, 4A and 4B) in the Long Term Development Statement and of the Single Line Diagrams (SLDs), using the PowerFactory network model and inputs from engineers in team.
- Week 24/50 – Production of the SLDs and assisting with associated network data in Schedule 5 using the PowerFactory network model.
- Ensuring consequential changes are implemented and tracked as result of the System Alteration Notice (SAN) process and through proactive identification of errors in the network model.
- For production of network data tables, (with support as junior) run PowerFactory scripts with load inputs from provided by colleagues in the Network Insights team, and make offline comparisons of outputs.
- Ensure that relevant components of the LTDS and Week 24 submissions have been assured, producing auditable evidence to ensure the approval process runs smoothly ahead of submission.
- Check the running arrangements in the network model (PowerFactory), to ensure they align with what is shown in the operational network (ADMS/PowerON). Raising errors found to the modelling team (via the Ticketing System) so any discrepancies can be corrected in PowerFactory.
- Proactive data analytics to ensure that the data behind each element in PowerFactory contains the correct coding, assuring accurate data extraction from the model for both the Long Term Development Statements and the Week 24/50 submissions.
- Analyse data quality and integrity by proactive and regular auditing and reviewing of the outputs from PowerFactory, by running the models through the in-house comparison tool.
- Collaborate with Capital Programme colleagues to instruct updates to the Overview Diagrams used in the Long Term Development Statement (LTDS) submissions, for the EPN and SPN areas.
- Provide best practice to the team regarding assurance of data. Providing insights into key trends to minimise non-compliances.
- Communicate with the Network Modelling Team and off-shore model administration resource.
- Manage data quality issues as they arise, and identify/implement improvements required.
- Quality control and assurance of data to ensure our Regulatory Submissions to Ofgem and the National Energy System Operator (NESO) are accurate and compliant in all three licensed areas.
- Work with Asset Engineers and System Administrators to develop processes to improve data integrity within PowerFactory.
- Help with the co-ordination of activities undertaken by the Network Insights team, so they deliver the Regulatory submissions on time.
- Contribute to review and implementation of reforms to the LTDS directed by Ofgem, particularly in relation to schematic diagrams and data integrity in the network model associated with the application of the Common Information Model (CIM) standard for sharing of network models.
