This Development Project Manager will report to the Portfolio Manager and will work within Investment Delivery LPN, Capital Programme and Procurement based in our London office, near Canning Town. You will be a permanent employee.
You will attract a salary of £80,574, inner London Allowance, Car Allowance and a bonus of 3%. This role can also offer blended working after probationary period (6 months) - 3 days in the office and 2 remote

Job Purpose:
As the Development Project Manager in the Investment Delivery team you will project manage the front-end development of a portfolio of projects to support the accountable Project Manager. The Development Project Manager will be a direct report to a Portfolio Manager and will work collaboratively with the Project and Programme Managers.
The Development Project Manager will be responsible, on behalf of the accountable PM, for ensuring that the implementation strategy, forecast resource and material requirements and project progress is being managed by or on behalf of the accountable Project Manager.
The role also includes liaison with Design, Infrastructure Planning, Procurement, Supply Chain partners, Asset Management and Network Operations.

Principal Accountabilities:
Support the Accountable Project Manager to;
- Deliver projects/portfolio of projects from inception to mandate, developing clear scope and delivery strategy which enables the delivery of the project/portfolio to time, quality, and cost whilst maintaining the highest levels of safety and environmental management
- Develop the Project Execution Plan (PEP) and prepare and present project governance approval papers
- Ensure that delivery proposals are aligned to provide very high levels of Customer Service e.g. minimise Customer Interruptions & Customer Minutes Lost, network risk, and customer complaints
- Develop and manage commercial arrangements with suppliers (contractors, consultants, specialists etc.) to ensure survey, consent/access, feasibility and design requirements are met and that cost controls are in place
- Ensure that the required pre-construction information is compiled
- Provide monthly reports including achievement, costs and forecasts
- Identify and initiate project risk and opportunity registers for the portfolio of projects and early mitigation strategies
- Collaborate with key stakeholders such as Infrastructure Planning, Design, Connections, Supply Chain, Network Operations, Procurement and Commercial Management to ensure that projects are managed from inception
- Ensure that all engaged on the projects/portfolio of projects are aware of safety and environmental requirements
- Manage Hazard Elimination and Management Checklists for Design
- Lead procurement and manage supplier contracts, including NEC3/NEC4 frameworks. Monitor cost control, change management, and supplier performance to ensure value for money.
- Facilitate access, consents, and regulatory approvals in collaboration with legal and planning teams.
Nature and Scope:
The Investment Delivery team is part of the Capital Programme & Procurement directorate. The team is responsible for programme management of Asset Investment Plans and Connection Projects and works with framework contractors/supplier to deliver the programme.
The role of a Development Project Manager in Investment Delivery is more towards Project Management skills than operational skills, although operational experience would be advantageous.
The Development Project Manager will coordinate and lead a matrix structured multi-disciplinary, multi-contract project team, and provide the necessary direction, targets and project milestones to use resources.
The Development Project Manager will ensure that key functions of the project delivery are in place including scopes of work, procurement processes, capital approval, resource planning (materials and people), project delivery, reporting and reviews.
The Capital Programme directorate is planning to increase the Project Management competence in the team and therefore you will be required to undertake a formal qualification.
Skill Qualifications and Experience:
Experience managing construction and/or engineering projects of values in the region of £10m plus.
- Ability to manage multiple projects and deadlines, demonstrating strong commercial awareness
- Ideally you will have a Degree/HND/HNC in Electrical Engineering, or Civil Engineering all with a Project Management bias.
- Experience with construction management best practice
- A safety qualification such as IOSH Managing Safely will be advantageous as will experience working with the CDM regulations and ISO9001 quality processes
- Knowledge and experience of Primavera P6, online project collaboration tools, Microsoft Project, and project management techniques
- A recognised project management qualification/membership for example APM or Chartered status would be an advantage in Project Management.
- Lead cross-functional teams, negotiate with contractors and suppliers, and maintain client relationships.
- Experience in budget forecasting, cost control, value engineering, and contract negotiation.
